The Placement of Personnel (Provision) Act (WTTA) will enter into force on 1 January 2027. With this new legislation, the government aims to tackle abuses in the labour market, better protect migrant workers and ensure fair competition within the employment agency sector.
This means that employment agencies and other organisations that supply staff will only be permitted to operate with an official permit. This permit will be issued by the Dutch Temporary Employment Market Authority (NAU). From 2028, this will be actively enforced, and both suppliers and hirers of labour may face penalties if they fail to comply with the rules.
For our industry, this represents an important step towards greater transparency, quality and reliability. As an organisation, we are monitoring these developments closely and are preparing for the new requirements in good time.
Together we are building a professional and future-proof labour market.
