Collective agreement for temporary workers; All for clients!

On 7 April 2025, ABU, NBBU and LBV reached a historic agreement: the new Collective agreement for temporary workers 2026-2029 is a fact. This collective agreement marks an important step in the professionalisation of the temporary employment industry and brings with it major changes - also for clients. Equal working conditions by 2026

From 1 January 2026, temporary workers will be entitled to equivalent benefits. This means that their total employment conditions must be at least equivalent to those of permanent employees of the client, in comparable positions. Not every detail has to be the same, but the total package should match in value.

What does this mean for you as a client?

  • Make sure you understand the terms of employment within your organisation, for the same or similar positions.

  • Work closely with your employment agency to get the translation to the agency workers right.

  • Clear communication and transparency are crucial for this to run smoothly.

Goodbye to hirer's remuneration

The current hirer's remuneration disappears. From now on, the employment conditions of temporary workers will directly match those of the client. This has a number of consequences:

  • Own collective bargaining arrangements for, for example, holidays, holiday pay and sustainable employability will disappear.

  • Separate arrangements are made for specific groups, such as holiday workers.

  • Temporary workers who temporarily lose pay as a result of the transition will have a transitional arrangement.

Pension and labour migration

The new pension scheme in line with the market gives temporary workers a better pension perspective. This also means that pension will now be taken into account when comparing employment conditions.

For migrant workers, the existing arrangements will continue to apply, with one important change: the price per point in the housing system (PKS) will be linked to the increase in the minimum wage.

Preparing for the future together

The new CBA will run from 1 January 2026 to 31 December 2028. During this period, the CBA parties will monitor implementation and make adjustments where necessary.

For clients, this means:

  • Take stock of your terms of employment in good time.

  • Work with your staffing partner to ensure a smooth transition.

  • Stay updated on developments and adjustments during the collective agreement period.
